Stringed red chiles are a New Mexico tradition. The chilis are used both for decoration and for cooking. Apparently they are used as a sign of “welcome.” I think the garlic was added to appeal to the tourist market. This bunch (they are called ristra in New Mexico) seems aimed that the tourist market as a kitchen decoration. I read that the dried chili ristras don’t do well in humid climates and might need to be shellacked to keep them looking fresh..
